Delegate David Toscano speaks to Les Sinclair on “Charlottesville Right Now” about the two amendments to Virginia’s Constitution that are on the ballot on November 6, 2018.  The General Assembly advanced the bipartisan proposals two years in a row, and now voters will have the final say on whether the state Constitution is to be changed allowing tax exemptions for certain property owners.
