WINA’s Dori Zook has spoken with Mayor Nikuyah Walker on audio tapes. Not taped conversations between herself and City Manager Chip Boyles, but tapes held over the head of Major Jim Mooney, the Charlottesville PD’s second-in-command, tapes Walker says were recorded and used as a weapon by the president of the local Police Benevolent Association.
